Mis-declared weights on containers has been a global issue for decades.
For example back in 2012 Ukraine Customs weighed all containers discharged in Ukrainian ports. It was found that 56 percent of the containers had an actual weight greater than the weight stated in the carrier’s cargo manifest.
The International Maritime Organisation (IMO) has acted to ensure the vessel safety.
The Safety of Life at Sea Convention (SOLAS) now requires the shipper to be responsible for the verification of the packed container’s weight.
This is a mandatory global requirement effective 01st July 2016.
A packed container will no longer be allowed to be loaded on board vessels unless its Verified Gross Mass (VGM) has been provided.
Estimating the weight is not permissible.
